Give a push to Adsense bot
Sometimes Google Adsense can`t define page content topic and Google show public service ads instead.
In such case 2 possible variants:
1 - Adsense robot poorly defined Website scope
2 - Adsense simply do not have the advertising issues.
It is absolutely clear that if there has been a second, it is nothing to do…
But if you have a first situation, it is possible to deal with it.
You can try manually schedule your pages so that the title or a brief description has a higher ranking in the context.
For example :

< title>$title</title>
<!– google_ad_section_end –>
If the title has correctly grammar and relevant to the page text, it is likely that adSense take it as topic. Or you can try to focus on the items to the menu :
<!– google_ad_section_start –>
< a href=#>Some page topic</a>
<!– google_ad_section_end –>
And of course you have an opportunity to turn of Google public service or to specify another address, which will use advertising.
Clearly ubderstandable, you do it at you own risk!
